A commercial fire alarm panel announces three very different things, and they are easy to confuse: an alarm means the system thinks there may be a fire (evacuate); a supervisory signal means a separate protective system — like a sprinkler valve or fire pump — is impaired or off-normal; and a trouble signal means a fault in the fire alarm system itself, such as wiring, battery, or power. The single most important point: supervisory is not the same as trouble, and neither one is an alarm. The Three Signals, Side by Side
Every modern commercial fire alarm control panel separates conditions into three classes, and it tells you which one you are looking at in plain words on the display. Read that word first — it determines everything you do next.
Alarm — a possible fire
An alarm means an initiating device reported a possible fire: a smoke or heat detector activated, someone pulled a manual station, or sprinkler waterflow was detected. This is the emergency condition. The building’s notification appliances — horns and strobes — sound throughout the building, a red alarm indicator lights, and the display reads “ALARM.” On a monitored system the supervising station receives it and the fire department is dispatched. The correct response is to evacuate per your building’s plan, confirm the fire department has been notified, and never silence or reset an active alarm just to stop the noise.
Supervisory — a protective system is impaired
A supervisory signal means a separate fire-protection system that the panel watches has moved out of its normal, ready state. It is not a fire, and it is not a fault in the fire alarm wiring. The building horns and strobes do not sound. The classic example is a sprinkler control valve that has been closed: a tamper switch on the valve tells the panel the valve is no longer fully open, which means part of the sprinkler system may not deliver water in a fire. Other supervisory conditions include low or high air pressure on a dry-pipe or pre-action sprinkler system, low water level or low temperature in a tank, and fire-pump conditions. The panel shows a distinct supervisory indicator and a “SUPERVISORY” message naming the point.
The reason this matters: a supervisory condition is not an evacuation event, but it does mean a system that is supposed to protect the building is currently not in its ready state. It needs prompt attention from the right trade.
Trouble — a fault in the fire alarm system itself
A trouble signal points inward — at the health of the fire alarm system’s own equipment. It typically reads “TROUBLE” with an amber/yellow indicator and a slow, intermittent beep at the panel (and the remote annunciator, if you have one). Common trouble conditions are an open or shorted circuit in the wiring, a ground fault, a low or aging backup battery, loss of AC power, or a device left disabled. A trouble does not mean a fire and does not mean a sprinkler problem — it means the fire alarm system needs service so it can keep doing its job.
The one-line way to keep them straight. Alarm = the system thinks there’s a fire (evacuate). Supervisory = a different protective system (sprinkler valve, dry-pipe air, fire pump) is off-normal. Trouble = the fire alarm system itself has a fault (wiring, battery, power). Supervisory looks outward at other systems; trouble looks inward at the fire alarm. They are not interchangeable.
Why People Confuse Supervisory and Trouble
Both supervisory and trouble are “off-normal” conditions, both can show up as a non-emergency message with a beep at the panel, and on older or smaller systems they can look similar at a glance. But they send you to completely different places:
- A supervisory message about a valve, air pressure, water level, or pump is almost always a sprinkler / mechanical issue — the fix lives with a sprinkler contractor or the pump’s servicer, not the fire alarm technician.
- A trouble message about wiring, a battery, ground, or power is a fire alarm system issue — that is the fire alarm technician’s work.
Reading the wrong class wastes a service call: a building manager who treats a closed-valve supervisory as a fire alarm “trouble” calls the alarm company, who arrives only to point at the sprinkler riser. Read the word on the display, note whether it names a sprinkler/valve/pump condition or a wiring/battery/power condition, and you will route it correctly the first time.
One caveat worth knowing: how a specific condition is classified can vary by how the panel was programmed and what the local authority having jurisdiction (AHJ) requires. The descriptions on this page reflect common practice — not every panel in every building will match exactly.
Common Sources of a Supervisory Signal, Ranked
When the display says “SUPERVISORY,” these are the usual causes, most common first. All of them are a protective system being off-normal — none is a fire, and none is a fire alarm wiring fault.
1. A closed (or partly closed) sprinkler control valve
The most common supervisory cause by far. A tamper switch mounted on a sprinkler control valve reports the instant the valve moves off its fully-open position. Valves get closed during sprinkler service, after a repair, or when someone bumps a handle — and if it is not reopened and verified, the panel keeps showing the supervisory. A closed valve can leave a section of the building without sprinkler water, which is exactly why it is supervised.
2. Low or high air pressure on a dry-pipe or pre-action system
Dry-pipe and pre-action sprinkler systems hold pressurized air in the piping instead of water. A pressure supervisory switch trips when that pressure drifts out of its normal range — typically from a compressor problem or a slow leak. Both low and high pressure are watched, because either condition can signal a problem with the piping.
3. Low water level or low temperature in a tank
Systems that rely on a water-storage tank supervise the water level and, in cold climates, the water (or building) temperature — a tank that drops below level or gets too cold is a supervised, off-normal condition.
4. A fire-pump condition
Where a fire pump boosts water pressure for the sprinkler system, several pump conditions are monitored and reported to the fire alarm panel — for example loss of electrical phase, a controller in the off/manual position, or the pump running. All fire-pump signals are reported as supervisory.
By contrast, when the display says “TROUBLE,” the usual sources are inside the fire alarm system: a low or aging backup battery, loss of AC power, an open or shorted initiating/notification circuit, a ground fault, or a device left disabled after service. What You Can Safely Check Yourself
For a non-emergency supervisory or trouble condition, there is a small amount you can safely do — all of it is look and identify, none of it is operating equipment.
Read and record the display
The safe check: Read the panel exactly and write down the class word (“ALARM,” “SUPERVISORY,” or “TROUBLE”) and the point or zone it names. That single line tells you whether you are dealing with an emergency, an impaired protective system, or a fire alarm fault — and which trade to call.
STOP: If the display reads “ALARM,” if horns or strobes are sounding, or if you cannot tell which condition it is — treat it as a real fire emergency. Evacuate per your building’s plan, make sure the fire department has been notified, and do not silence or reset an active alarm to make the noise stop.
Check whether it lines up with recent work
The safe check: A supervisory for a closed valve, or a trouble for a disabled device, very often appears right after sprinkler or fire alarm service. Note the date of your last service visit and whether the named point matches what was worked on — that frequently identifies the cause and points to who should restore it.
STOP: Do NOT operate sprinkler control valves to “fix” a supervisory yourself. Opening or closing the wrong valve, or reopening one incorrectly, directly affects live fire protection. A closed valve should be reopened and verified by someone qualified to do it.
If the system is monitored, confirm with the supervising station
The safe check: On a monitored system, the supervising station already received the signal as its distinct type (alarm, supervisory, or trouble). Calling them confirms what they see and ensures any work you arrange is not mistaken for a real event.
STOP: Do not enter panel programming, open the control panel, or bypass/disable a device to clear a signal. Bypassing a supervised point hides the very condition the system exists to report, and on a commercial building it can violate fire code. When the simple checks above don’t resolve it, call a licensed technician.
When to Call a Licensed Technician
Reading and recording the signal is safe. Correcting it usually is not a do-it-yourself task — and on a life-safety system, silencing or bypassing a condition can mask a genuine problem. Get the right licensed professional when:
- The display shows an actual ALARM, or horns and strobes are activating — that is an emergency, not a maintenance item.
- The signal is a SUPERVISORY for a sprinkler valve, air pressure, water level, or fire pump — route it to a sprinkler / mechanical contractor to find and verify the cause.
- The signal is a TROUBLE you cannot tie to obvious recent work — a wiring, ground, battery, or power fault is fire alarm technician work.
- The condition keeps returning after it clears, or you are being asked to open the panel, enter programming, or change a device.
- You are unsure which signal it is, or unsure of anything. Uncertainty about a life-safety signal is itself a reason to call.
A supervisory condition in particular means a protective system is not currently in its ready state — repeatedly silencing it does not restore that protection.
